Mobile devices (like phones) that support the GeoCast protocol developed by AT&T can receive and propogate messages without cell towers serving as an intermediary. In the example described in the video embedded above, a first responder with a command device (like a notebook) with the authorization to send out a GeoCast query could request information form GeoCast capable phones to get position location of disaster victims.
