Ringleader Digital today is launching a technology it calls Media Stamp, which is similar to a desktop Web cookie in that it offers behavioral targeting—except for mobile Web sites, according to MediaPost.

The company said in a statement that Media Stamp will be smart enough to figure out that a customer hasn’t clicked on a certain ad after seeing it three times, so they’ll switch it up with another one.

In a marked difference compared to regular Web browsers, the modified ad tag sits on the server rather than the browser of the mobile phone to “identify the owner’s browsing habits and more than 90 characteristics on the device such as carrier, browser ID, bookmarks and network tracers,” according to the report.
